AMPTHILL TOWN COUNCIL REPORT OF THE PLANNING COMMITTEE MEETING Held on Wednesday 17th June 2009 at 6.30pm In the Council Chamber, 66 Dunstable Street, Ampthill. Report No.2/2009 Present: Councillors Mrs S Bacon, (Chairman) R A D Chappell, P Duckett (from 6.50pm), R A Holden, G Pascal (Vice Chairman), G Summerfield, R Tebbutt (from 7.20pm), Mrs M Wilson, Mrs A M Wright and the Town Clerk. Also present: 1 member of the public Apologies: Apologies were received from Cllrs P Duckett (will be late), Mrs P Foster (another commitment), M A Smith (work commitment), P A Eversley (work commitment). 1. Public Participation There had been no requests received to speak. 2. Declarations of Interest Cllr S Bacon declared an interest in application no CB/09/00691/FULL as her Mother is a resident in Gloucester Court. Cllr Mrs A M Wright declared an interest in application no CB/09/00942/FULL as her husband is the applicant’s architect. Cllr R A D Chappell also declared an interest in this application as he is a former employee of Insys. Cllr P Duckett declared an interest in application no CB/09/01087/FULL as the applicant is a personal friend. Cllr G Pascal declared an interest in the item concerning Land off Swaffield Close as the Duke of Bedford is a personal friend. 3. To consider the following applications received from Central Bedfordshire Council: CB/09/00891/FULL Houghton Park Farm, Hazelwood Lane. To convert the existing barn to accommodate a mixed office and residential annexe ancillary to the main house. Mr M Axon Resolved: That the above application be SUPPORTED subject to the permission being tied to the main house. CB/09/00998/FULL 32 Hazelwood Lane. Two storey rear extension. Single storey side extension and internal alterations. Mr P Wadsworth Resolved: That the above application be SUPPORTED subject to no adverse effect on neighbours. CB/09/00691/FULL (Cllr G Pascal, Vice Chairman, lead consideration of this item) Flats 14 to 19 Gloucester Court, Flitwick Road. New single storey front porch and single storey Bike hut and formation of vehicular access onto Dunstable Street. Grand Union Housing Association Resolved: That the above application be recommended for REFUSAL: a) Concern over access onto Flitwick Road and additional traffic close to the Station Road roundabout; b) Intensification of busy roundabout junction which is opposite the accesses for Cedar Court, Lavender Court and the Ampthill library; c) Safety issue concerns as this is a safer route to School; d) Loss of trees will be detrimental to the street scene. CB/09/00860/LB 12 Church Street. Paint the outside of the shop to standard Cambridge Wine Merchants Blue – Colour Code S3010-B90G. Add ‘Cambridge Wine Merchants’ sign to side of shop to cover existing wiring (see ’12 Church Street, Ampthill in supporting docs). Add hooks for blackboard to be hung to the left of the door. Black out door window on the right of the building for use as blackboard. Please see ‘New Shop Design’ in supporting docs. Mr C Woodhall Resolved: That the above application be SUPPORTED subject to: a) A satisfactory report from the Central Bedfordshire Conservation Officer; b) No illumination of signs as this shop is located within the Ampthill Conservation Area; c) If the black boards are on hooks they should be taken inside the premises at closure time for reasons of safety and security. CB/09/01050/FULL 11 Lea Road. Two storey side extension, single storey rear extension. Mr Cashin Resolved: That the above application be SUPPORTED subject to no adverse effect on neighbours. CB/09/01033/FULL 49 Bedford Street. To widen driveway from public highway to allow easier access for off road parking. Convert approximately 8 square meters of verge to tarmac. Mr L Roby Resolved: That the above application be recommended for REFUSAL: a) Loss of public land on the entrance in Ampthill; b) Adverse impact on the street scene; c) Will set a precedent. CB/09/01087/FULL 2 The Pines. Two storey side extension and single storey rear extension to replace existing garage. Mr A Cardwell Resolved: That the above application be SUPPORTED subject to no adverse effect on neighbours. 4. To consider late applications received after the preparation of this agenda. 09/00942/FULL Reddings Wood, Hazelwood Lane. Replacement canteen and social club building together with auditorium and four break out rooms. Lockheed Martin UK INSYS Ltd Resolved: That the above application be SUPPORTED subject to effective landscaping to screen the view to surrounding area. 5. To NOTE the following planning decisions received from Central Bedfordshire: Approvals MB/09/00051/CAC: Ampthill Town Football Club, Ampthill Park, Woburn Street. Demolition of two existing work sheds to allow for the erection of a two storey visitors centre adjacent to Ampthill Town Football Club, pitched roof to replace flat roof. CB/09/00615/FULL: High Knoll, 4 The Avenue. Removal of existing conservatory and erection of single storey side extension. CB/09/00637/TPO: 16 Lea Road. Horse Chestnut, 25% crown reduction, reduce overhanging into car park and thin. MB/09/00605/TPO: 11 The Cloisters. Crown thinned by 15% and deadwood. Withdrawals MB/09/00239/FULL: Land to the rear of 61 and 63 Arthur Street. Erection of 3 no. bedroom detached chalet. Refusals MB/09/00305/FULL: 3 Station Road. Detached double garage, 1st floor studio space and roof storage. 6. Swaffield Close – Site Submission Statement Bidwells have submitted initial design proposals for Swaffield Close to Central Bedfordshire for their consideration. Copies have also been sent to the Town Council for comment in advance of any formal planning application. Standing Orders were suspended at 7.24pm to allow Mr Priest to address the Committee on this matter. Standing Orders were resumed at 7.25pm Members discussed the submission documents and made the following comments:
It was thought that in order to give this submission greater thought it would be beneficial to hold talks with the agent. It was therefore: Recommended that a representative of Bidwells is invited to attend the next Planning Committee meeting in order that the submission document can be discussed at greater length, this is to be an open meeting allowing members of the public to be present.
