  1. 2.                  The following applications considered under delegation by the Deputy Clerk in consultation with the Planning Committee Chairman and Vice Chairman were noted:

 

CB/11/03250/CA – rsvp 20 Oct

The Old Cottage, 5 Alameda Rd. Demolition of front boundary fence and erection of new boundary wall.

Resolved: That the above application is recommended for REFUSAL as the fence plan is the same as previous application and is not suitable for a cottage. A picket fence without the brick wall would be more in keeping.

  1. 3.                  The following planning applications received from Central Bedfordshire Council were considered:

 

CB/11/03274/RM – rsvp 17 October, extended to 27/10/11

Land at Station Road/Bypass Road. Proposal for 37 dwellings, including all parking/roads and associated works. Pursuant to outline permission CB//10/02924/VOC.

            Resolved: That the above application be supported with the following observations:

·         Town Council recommend that a physical barrier be provided to enforce the left out and left in vehicular  access arrangement;

·         We would suggest that a footpath link be provided through the Folders Gate site if possible for a safe and direct route to the schools in Station Road and links into the town centre. If not, extension of the footpath by the side of the allotments could be explored by the Rights of Way officer;

·         The bypass is an unlit road and not really suitable to be used as a safe route to school;

·         The Town Council would like to make sure that the boundary fence with the allotment site is maintained in order to prevent encroachment.

12 Chestnut Close. Works to trees subject to a TPO: Fell large Sycamore to ground level which has large wet cavity 3-4m above ground and another 10-15m above. Replant with Red Oak. The tree is protected by TPO No. 40/2001 and is listed as T6.

  1. 5.         To consider any actions arising from informal presentation by Central Beds Planning Officers held prior to the Planning meeting

            Following the informal presentation with the Central Beds Officers it was clear to members of the Planning Committee that Neighbourhood Planning for Ampthill is a little premature at this stage as no real immediate benefit would be served. This issue should be re-visited in the next two to three years in order to learn from best practice.

            However, in the interim the Ampthill Town Plan could be refreshed in order to address the main local issues and build a business plan in preparation for future funding opportunities via Section 106/Community Infrastructure levy.

            Recommended: That the Town Council consider refreshing the Ampthill Town Plan.

 

  1. 6.         IPC – Covanta – Rookery South Pit

            Notification has been received from the Infrastructure Planning Commission (IPC) of the decision to grant development consent (DCO) for the energy from waste electricity generating station including a post treatment materials recovery facility at Rookery South Pit, near Stewartby.

            There is no right of appeal under the Planning Act 2008. The High Court may entertain proceedings to question an order granting development consent from the day on which the DCO is published. Further to the IPC’s decision, the DCO is the subject of Parliamentary process and will therefore be published at a later date. The IPC is not the administering body for High Court challenges. The procedure is to make an application for judicial review. This must be done within the statutory period of time set out in s118 of the Planning Act 2008.

            The joint Town & Parish Councils meeting will be held on Thursday 27 October 2011 so a further update will be provided at the next Town Council meeting.

            Recommended: That an item be placed on the next Town Council agenda for ‘Covanta Update’.
