REPORT OF THE PLANNING COMMITTEE MEETING

Held on

Wednesday 23 June 2010 at 7.30pm

 In the Council Chamber, 66 Dunstable Street, Ampthill.

Present: Councillors G Pascal (Vice Chairman), Mrs M Wilson, Mrs A M Wright and the Deputy Town Clerk.

Also in attendance were 4 members of the public.

  1. 1.                  Apologies

Apologies were received from Cllrs Mrs S Bacon (Chairman) who had a prior commitment, H Chappell (family commitment), P Duckett (work commitment), P A Eversley (family commitment) and R A Holden (unwell).

  1. 2.                  Period of Public Participation

Mr R Clark of Queens Road registered to speak in relation to the Queens Road application and raised concern about loss of amenities to neighbouring properties due to noise, traffic congestion, parking problems and anti-social behaviour.

  1. 3.                  Declarations of Interest

Cllr G Pascal declared a personal interest in the Swaffield Close application as he is personally known to Bedford Estates.

Cllr Mrs A M Wright declared a personal interest in 70 Holland Road as her husband is the architect.

4.         The following applications considered under delegation by the Deputy Clerk in consultation with the Planning Committee Chairman and Vice Chairman were noted:

CB/10/01838/FULL

The Brown House, 27A The Avenue. Proposed rear and side extensions and external alterations.

Resolved: That the above application be supported.

 

CB/10/01875/FULL & CB/10/01876/LB

The Old Cottage, Alameda Road. Single storey side extension and two storey rear extension.

Mr J Dix & Mrs G Mitchell

Resolved: That the above application be recommended for REFUSAL as the proposed extension is completely out of keeping with the original cottage and neighbouring properties.

 

5.         The following applications received from Central Bedfordshire Council were considered:

CB/10/01776/FULL

21 – 23 Queens Road. Demolition of single storey building elements and garage. Replacement with two extensions one each side, partly single and partly two storey. Providing a total of 3 retail and 5 residential units. Refurbishment of existing accommodation. Associated amenity space. Off street parking and landscaping provided. Re-routing of public pavement.

Resolved: That the above application be recommended for REFUSAL:

  • Over development of the site;
  • Loss of amenity and adverse impact on neighbouring properties;
  • Detrimental impact on the amenities of No. 25 Queens Road by means of loss of light;
  • Lack of adequate on site parking;
  • Dukes Road/Queens Road already congested especially at school times;
  • Highway safety concerns regarding vision splay coming out of Dukes Road onto Queens Road.
  • Concern for child safety as this is a safer route to school area.

7.         To receive for information a briefing note prepared by Central Bedfordshire Council on ‘Getting the best from the Planning Application Process – An introduction to Development Control and how to best influence Planning Decisions.

            A copy of the briefing note had been placed in members’ trays for information.

 

8.         Submission of the Site Allocations Development Plan

            The above document has been submitted to the Secretary of State for examination.

The document sets out the Central Bed’s chosen sites for allocating housing, employment uses and green space in the former Mid Beds area. It also allocates the Key Employment sites and important Open Space designations across the area.

The Examination hearings are likely to take place in autumn, with a Pre-Hearing meeting taking place a couple of months before. Full details will be posted on the Central Beds Council website and publicised widely.
